Comprehensive Master Plan Update

In January 2026, The Board of Directors approved the contract with MIG, Inc. to conduct a Master Plan update, including a needs assessment survey, nexus study for developer impact fees and capital improvement project funding and a strategic plan for implementation. We're looking for youth-specific input (typically ages 11-19) as well as a community-wide survey for our community over 20 years of age.  Click on the menus below for more information. 

NOR is also updating our park and facility access plan for the American with Disabilities Act compliance; more information can be found on the sidebar under Section 504 Compliance. Finally, Kern County is updating the Hazard Mitigation Plan, which addresses natural disasters, community response and emergency preparedness. NOR has been a part of this plan since its inception in 2006 . Please provide your thoughts and learn more in the menu below!

NOR Youth Engagement Survey 

North of the River Recreation & Park District (NOR) is developing a Comprehensive Master Plan and wants to hear from YOUTH! Youth and teens ages 11-19 are invited to complete this survey to help us understand your park and recreation needs and improve our parks, facilities, and programs in the future.

Kern County Hazard Mitigation Plan Update and Community Input 

Kern County is updating its Hazard Mitigation Plan and we need your input! Share your experiences and concerns about local hazards like wildfires, floods, and earthquakes. Your feedback will help local agencies shape strategies to reduce rists and protect our community.

2010-2011 Park & Recreation Master Plan

The NOR Master Plan has been revised consistently about every ten years since 1965 to adjust to the changing needs of area constituents. The plan is intended to be a policy document and to give long range direction to assist in the provision of facilities and services to the rapidly developing District. This plan is not intended to conflict with the currently adopted Metropolitan Bakersfield General Plan or the Kern County  General Plan.

The North of the River Recreation and Park District adopted the current Recreation and Park Master Plan 2010-2020 on June 20, 2011 per Board Resolution 25-11. Special thanks is given to area residents, school officials and others who responded to the needs survey and/or provided suggestions and comments for consideration related to future directions for this agency.
