Comprehensive Master Plan

The NOR Master Plan has been revised consistently about every ten years since 1965 to adjust to the changing needs of area constituents. The plan is intended to be a policy document and to give long range direction to assist in the provision of facilities and services to the rapidly developing District. This plan is not intended to conflict with the currently adopted Metropolitan Bakersfield General Plan or the Kern County  General Plan.

The North of the River Recreation and Park District adopted the current Recreation and Park Master Plan 2010-2020 on June 20, 2011 per Board Resolution 25-11. Special thanks is given to area residents, school officials and others who responded to the needs survey and/or provided suggestions and comments for consideration related to future directions for this agency.

In January 2026, The Board of Directors approved the contract with MIG, Inc. to conduct a Master Plan update, including a needs assessment survey, nexus study for developer impact fees and capital improvement project funding and a strategic plan for implementation.
